The question itself is not all about "air over and under the wings"...the question is more about will the plane move forward even with the conveyor. The answer is yes due to the propulsion method...

ok, if you are saying that the plane just has to add the speed of the conveyor to the normal takeoff speed then yes it will take off.

but i understood the question to be that the plane would be going to exact same speed as the conveyor.

it doesnt have to add to the speed of the conveyor as the conveyor does not affect the speed of the plane.

The plane does not move regardless of where the propulsion comes from.

As long as the plane is in contact with the conveyor, the "velocity" of the plane (regardless of propulsion) is translated to the wheels. The conveyor belt assures that the plane does not gain any speed relative to the outside area.

As the problem is stated, valid arguments can be made for either case and it all depends upon how the "speed" of the plane is defined.
