I can't tell you what that is but I've had sego palms and pecans that I've had rot like that. I've used dry sulfur you can get from Amazon. Cut and scrape all the rot back, make a wet paste and spread as much paste as you can on the exposed trunk. Let it dry then paint it with the black tree tar you can also order from Amazon. Then hope for the best.
