I just went and voted at Rock Prairie Elementary school. While leaving I see John Happ drive up in an A&M logoed vehicle. He drops off a guy and a kid who start waving Happ signs at traffic, says thanks for voting to me and drives off. Does anyone know if he is allowed to drive an A&M vehicle while he is out doing personal business? Seems not right to me.

They had the Happ signs out along Welsh where all the other political signs were located, so that's not an issue.

Yeah. But to answer the other, there's the System rule on it. I've worked for TAMUS in one capacity or another since 1994 and the one thing that was always hammered home was using vehicles for personal needs.

no its now allowed. it would have helped if you got the licence plate or vehicle number. each dept is supposed to keep logs on each vehicle on where it went, miles drive & who drove.

I was thinking the same thing, fossil_ag.

If he's required to respond to emergencies 24/7 and if he's been assigned a vehicle for that purpose what happens if he's in a personal car and an emergency takes place? Does he have to drive back home to get his official vehicle?

I've noticed the logoed Easterwood vehicle in the parking lot at city council meetings and I thought this was probably the reason. I could be wrong.

I also agree that inappropriate use of state property should be reported. But was that the case here?

Come to think of it, at Council meetings I have seen his Easterwood truck parked "backed-in", i.e. he when leaving the parking space he would have to put it in drive and move forward.

I wonder if this has anything to do with emergency response preparedness. If he's an aviator they do every little minute thing by the book...I wonder if this carries over to parking his land vehicle.

Anyone else noticed this at city hall?

Since this topic was brought up, I’ve often wondered something about other equipment purchased with tax dollar moneys, such as computers used during working hours. I’m sure someone working for a government agency probably brings their personal laptop up to work to post on Texags during their breaks, right?

Some people get really over zealous on the state car rule. I once was at taco cabana with a state car getting ready to leave town on state business. Someone there is like you can't use a state car to get fast food.

OK, so the next three days I'm on a state trip, I can't eat ? Or I need to park the car at the hotel and walk to eat ?

Dis, that's different. You're on state business in that case (though I know there are those who would see the vehicle and file a report; in which case, System Audit investigates and finds no wrong doing and you likely never even knew they were investigating). When I worked at UPD, I was assigned to help Det Linder with processing System Audit reports that came over. That's when I learned about their volume (it can get pretty high) and how most of the incidents are rarely ever turned over for full investigation, because they're unfounded or insufficient in evidence.

If I'm traveling in state, I usually get a rental for reimbursement instead of taking one of ours. It saves headaches of running short of vehicles for those who need them to run across town for meetings and I avoid feeling guilty stopping for dinner on the way to Austin in a state vehicle.

I certainly wasn't trying to be over zealous. If Mr. Happ is allowed to use his vehicle 24/7/365 becasue he may be needed at the airport on short notice, then I understand that. If he was abusing his position and his benefits, then he should be investigated.
