Ok talked to buddy in Houston who works at Katami (recommended) and he suggested Little's Oyster Bar or Navy Blue.

Gilhooleys in San Leon. 18 and up so no kids. Bar/ restaurant with the best grilled oysters and grilled stuffed flounder.

Grew up there and this was always the answer. It does not look like much, but it is damn good food. Sit by the windows in the back and watch the ferry go back and forth.

My grandpa's favorite restaurant was Monument Inn.

Joe Lee's in Kemah is another solid choice. The owner (Joe's son Mike) is an old friend.

Disagree about the nothing local part. We do lack a bona fide seafood restaurant (except Fish Daddy's, sort of), but you can get excellent seafood at Kanji and the Republic, sometimes Ronin, I assume Christophers, and Elia has very good seafood as well.
